Charge dropped due to absence of the victim

Back in November of 2009, a charge of second-degree domestic assault against Quincy E. Richards, 22, at a hearing in Jasper County Circuit Court. The assault charge that has been pending for over a year was dropped on Wednesday when Jasper County prosecutor’s office was unable to get the alleged victim to show up to testify at a preliminary hearing.  Richards was accused of choking the victim until she lost consciousness.  Richard plead innocent to the charges and the preliminary hearing has been rescheduled multiple times due the alleged victim not showing up.

First of all if someone is going to file charges, why in the hell would they not show up to court?  Now I am not saying that this guy is innocent but by her not showing up to court multiple times, sure doesn't make sense if he is guilty of the crime. 

On another note no matter whether her story is true or his story is true, it definitely sounds like there were some serious issues in tat relationship.
